[RWP] Audio Quantization

[indigo]

This seems like a good candidate for using a macro to do these 3 steps.
Or, use Acid Pro's amazing 1 step audio quantize, or Acidize the sound 
file in Sound Forge so it plays at the project tempo in Reaper.
