[RWP] tap tempo

Well, I got the tempo close with tapping.
I did taps both from the ReaAccess H key, and with left clicking while
focused on tap tempo at the number pad, to learn if there was any
difference, both about the same.
Once you get close you can raise or lower the tempo number 1 bpm, but it
still drifted off.
Maybe the original tempo of the track I was trying to sync had been
moved away from whole bpm numbers, like it was actually 128.3 bpm or
some such thing.
Audio quantize is in there somewhere, which solves the problem.
