Yes,

It's one of the "Cockos effects...

When you are focused on a track, press "f" key, and an effects search 
window will open up...

Choose "Cockos", and tab down once, and choose the "rea-control midi" effect...

You can also get there by choosing the "track menu", and selecting 
"insert effects on track"...
The same effects search window will open up...
