[RWP] Another fix for No Presets

lol yup.
well, obviously they must because there are so many keyboard short cuts in 
reaper, but apparently they forgot to check the effects preset combo boxes 
in the last few updates.
hey, at least there is a pretty painless way of making it work, unlike so 
many other daws.
