Here is the Cockos wiki on the effects PARAM menu.
Finding and left clicking on PARAM; and then on: Show in track controls,
seems to remove NO Presets in effects preset list, and causes the
entire presets list to display at the arrow keys; at least it works for
my Window-Eyes 6.1 in XP.

Effects Controls Common Param
This page describes the Param button which is at the top of each REAPER and
Jesonic
  effect.

Contents [

  1 Param
1.1 Initial Menu - no FX Parameters have been touched
  1.2 Parameter modulation
1.3 Initial Menu - FX Parameters have been touched
Param
Initial Menu - no FX Parameters have been touched
If no FX Parameters have been touched, a menu similar to this will show.
ControlsCommon-1.PNG
Choosing an option from the second menu will show a list of FX parameters
Show in track controls - Choosing a parameter will show it in the
TCP
Show track envelope
  - Choosing a parameter will show the envelope for that parameter in
its own lane
- under the main track lane.
Parameter modulation
Parameter modulation
  - Choosing a parameter will show a dialogue similar to this (this
example is the
Vol FX parameter):

Enable param... ...overides)
  - Enables or disables parameter modulation, always subject to
automation envelopes, though.
Audio control signal

ControlsCommon-3.PNG
Choose an input channel option if you want the parameter to be modified
by the amplitude
(the changing volume) of the input signal.

the song
Speed - The speed of the LFO, disabled if Tempo sync is checked.
Strength - The strength of the LFO, the amplitude of the waves
Direction - Negative, Centred or Positive
Audio control signal shaping
Curve Edit - Drag the focal point of the curve
Input dB
Minimum - Set the Minimum value
Maximum - Set the Maximum value
Initial Menu - FX Parameters have been touched
If, however, FX Parameters have been touched, a menu similar to this
will show instead

You can see that in this example the FX parameter NoteStar (shortened
from NoteStart)
was the last touched - so the
param
button gives you some shortcuts; it saves you making that extra click
into the 2nd
menu if it's NoteStart you need to work with, and as that's the one you
touched last
it might well be.
