[RWP] bypassing a track effect for certain items, is it possible?

Yeah, I usually just use a second track for stuff like that. Sometimes
even two tracks with discrete duckers on them which are sent from other
tracks at slightly different levels with different parameters on the
side-chaining compressor. For example, I might have a group of tracks in
a folder for voice tracks, which I then send to a common ducker, but
then also send that folder to another track with sound effects, but with
a different ratio and input, longer attack, more look-ahead on the
compressor, etc. Then I might have another track that is entirely
unrelated, which gets stuff I don't want sent to the side-chain thrown
at it. Yeah, I've been known to have several tracks even for basic
projects, just because of the flexibility factor.
Of course, the method of applying effects to items won't work here,
because you can't send to an item, and in this case, you obviously need
an active send to something that isn't channel 1/2.
