[RWP] SWS for Augmenting ReaAccess

I am gladly willing to do it.
only thing is finding a suitable developement environment , compatible with 
c++ and the Reaper api since I don't currently own visual studio , and don't 
have the money to invest in it.
any ideas for a free/reasonably priced set of c++/vb developement tools?
