Matthew, I don't think you have to have record switched on.  I have 
an RD700, but as long as it's transmitting on any channel, you should 
hear whatever, if anything, is on a particular part, set to a 
particular receive channel, when you select a track with a particular 
transmit channel.  It's important to turn local off of course, so you 
can tell what you're really hearing.  I haven't really got to grips 
with Reaper, but this is how Sonar behaves with the RD700.  Sorry if 
this is way too basic or wildly inaccurate.  Your tracks have to be 
receiving omni and transmitting on the desired output channel.
