Depending on your computer, the signal coming out the TV may be too high
level for the microphone inputs of your computer.
you have line level inputs on your computer, use those instead.

you would need to configure Reaper's options/preferences input to your
computer's internal sound card.
Then you would create a track to record on, by pressing control+T.

Here are instructions on configuring Reaper's audio and midi devices:
After you configure your internal sound card for audio, ignore loading a
VSTI synth, as is written below, and press ctrl+T to insert a track,
then follow the instructions for setting track options, as below.
Configuring Audio and Midi:
You will find the place to configure your sound card in
Options/Preferences, audio and Midi Device.
In track view you can get to Options/Preferences by pressing F10 to
open the menus.
Arrow left to options; then arrow up to preferences, and hit enter..
In Options/Preferences there's a list of topics you'll find at your
  number pad.
Left click on any of these topics like audio, midi devices, plugIns, VST,
etcetera, and that topic appears at your tab and arrow keys for
  configuration.
Left click on Audio.
Audio is a main topic; audio and Midi Devices are sub-topics under audio.
Tab through selections and edit boxes.
If your audio device supports ASIO, select ASIO.
ASIO generally provides the least latency and best sound.
There is an edit box with the name of your audio device; or midi device;
follow by the word enabled or disabled.
If your device is disabled, go over to your number pad, right click on
the name of your device or sound card; then go back to your
tab and arrow keys; and you'll find a dialog to configure and enable your
devices, a separate but similar procedure for audio and midi.
With your space bar put a check mark into both enable; and enable for
control; then click on apply and okay.
Then, at the tab key, the name of your
device will say enabled after your soud card's name.
After completing configuration of audio and midi, be sure to click on
Apply and then click on Okay.

To test if midi is coming into Reaper, go back to the track view, and
insert a VSTI synth.
The shortcut control plus the insert key above the arrow keys takes
you to Reaper's lists of Plugs.
Tab until you find the VSTI folder.
Select aSTI synth and hit enter to load that plugIn
The plugIn will load, and a track will be created with its name.
Selecting Tracks:
Arrowing up or down to the track with the synth's name selects that track.
  Track Options:
press your tab key and you will hear the track's
options, such as midi channel, record mode, pan position,
  etcetera.
To record on the selected track:
Set its record armed to on.
Assign a midi channel, the same midi channel your midi keyboard is
transmitting.
Set monitor to normal; then press the enter key to keep your
configuration of track options.
Then press R to begin recording.
Press R again or spacebar to stop recording.
Press W to rewind to beginning of track.
Press spacebar to play your recorded track.
