[RWP] Isn't Reaper Open Source?

I understand, not open source, but very open to change anyway.
I'm just trying to grasp what ReaAccess actually is, like; is it a
custom view, constructed from tools supplied by Reaper?
I'm always reading that you can customize Reaper's appearance, themes,
layout, etcetera, to suit yourself.
I've looked at Reaper without ReaAccess, and its routing matrix is very
different from what we get by pressing the letter I, and the midi edit
view is also very different, not easy to get around in.
I'm sure it's not just a matter of dragging and dropping screen elements
to new places, like docking, but if ReaAccess was constructed like other
customizations to Reaper, then maybe customizing ReaAccess is not beyond
grasp.
