[RWP] Isn't Reaper Open Source?

I was just looking for something in the Cockos Reaper Wiki 
Documentation, at:

This is documentation headquarters for anything you need to know about 
Reaper.
There is a link called The API, which leads to other links to all about 
its API, with a short discussion about using C Plus Plus Pearl and 
Python to make any kind of changes in Reaper.
Isn't this the starting point where Ivan probably began developing 
ReaAccess?
I was impressed with how open the developers of Reaper are with its  API.
