[RWP] accessible tutorial

Yes, you can rescan to find anything new, but Reaper automatically scans 
for new plugs every time you open Reaper.
I think you can disable automatic scanning, but I don't see any reason 
to do so.
I only wish Sonar was as quick with its scanning as Reaper is.
