[RWP] "Some Components Are Not Found"

I have had this work just fine under Windows 7 32-bit, here is what I did:

First make sure UAC is off.
start, key in user, look for change user account settings, then set 
slider to 0% hit ok/apply.

install reaper 3.76, later 3.7x versions might work.

Note that the required components is uncheckable because the components 
are required so you don't get a choice whether or not to install them.

This means required components will install regardless of other checkboxes.

Let reaper install. Once it is installed launch it and you will get 
messages about unpacking this configring that it only takes 5-10 seconds.
Now close reaper.
Run the reaccess installer and install all the screen reader support it 
doesn't hurt.
Now relaunch. Reaper should say "loading reaccess" or similar and you 
should be good to go.
I have not yet tried this with NVDA 2010.3 however it works with 2011.2 
i'll test 2011.3 tomorrow.
