I know this thread has been closed for awhile however just wanted to
mention that there are plenty of free development tools for Windows
available.
These can be used to build dlls and in fact many of the compiler makers
provide free command-line compilers as the emphasis for them is on the IDE.
Whilst I don't dispute the usefulness of an IDE you can get Visual
Studio Express and systems like mingw32 or cygwin and build stuff with
those.
the Whatcom tools such as jwasm etc are also now free.
Borland now called imprise also has a free command-line compiler free
for download.
If you edit your code in notepad, then have a compile batch file that
you hit enter on or use a tool like notepad++ you can just shell out of
the editor to compile.
I'm no coder not having written anything substancial in 15 years but I
do keep an eye on what is out there.
