[RWP] Mailing weirdness

Just to put your mind at rest, we're back up to a limit of 500 mails
through the domain per hour now, so post to your heart's content
folks. This is more than enough for our current level of subscription
and traffic. I can have this raised more as we grow.
Jayson, did you manually reenable the 4 people who were unlucky you
mentioned earlier? I can take care of it tonight if not.
