[RWP] Mailing weirdness

This should really go to Scott but I think all users should know about this.

So apparently the reaaccess.com host is putting a maximum of 120 Emails that 
can be sent per hour. With the way mailing list traffic works, this was 
bound to be exceeded at some point... and it has. Probably some list 
messages in the past have just never shown up in peoples' mailboxes. But 
this morning I woke up to notices that four members had had their 
subscriptions disabled because of fatal bouncing. That's why. The server's 
bouncing the messages back. Scott, if you can do anything at all about this, 
please do, as this is going to be a problem as long as this policy is in 
place. If not...
