[RWP] CAN'T EDIT EVENT START TIMES WHEN IN THE MIDI ACCESS PLUG

When I go into the midi access window in Reaper and tab over to the position field of an event, I can't seem to edit it even though the field is listed as an edit box in reaper.  Other fields, such as duration work fine, but not the position.  Has anybody else had a problem with this?
