[RWP] intro and questions

Hey all:
I'm brand new to reaper, so I thought I'd join the list to try and gleen
some how to pointers from those who are in the know...no sence in
reinventing the wheel right?

I've been playing with reaper along with the reaacess plug in for a while.
Today I was trying to figure out how to add an effect to a selected item
within a track, or time selection of a item/track.
I wanted to add delay to the end of an item, but only the last beat of the
mesure or so.  I selected the area of the item that i wanted to have the
effect on, but when I added the JS delay, it just added the effect to the
entire trackk including all items within the track.
Is there a specific set of commands to add say, delay, to very specific
areas of an item, or selected areas of a track without having it overlay the
entire track?

And one more question for tonight, and that is, how does one create a fade
out over a period of one or two beats or mesures?  I located the fade out
options in track properties with shift F2, but i can't seem to get it to do
what I want.  Again, I selected the part of the audio that I wanted to have
faded out by using shift Alt left bracket for the start point, and shift
alt ] for the end position.  When I used the fade out command, it faded the
first half of the audio segment, but then it came back to full volume for
the last half of the beat.

any help or suggestions or direction is very much appreciated.
