[RWP] Adding FX At Certain Points

Hi,

I figured out how to do basic audio editing in Reaper, and am quite 
impressed, especially with the scrubbing. Now I'm interested in adding 
effects to my voice. I figured out that I can add an effect globally using 
the F key, but I'm wondering if there's a way you can have an effect, such 
as echo, occur at certain points in the project?
