[RWP] Is There a Problem With the Reaper Patch Browser?

I have tried to load banks or patches with the Reaper patch browser, which, in Window-Eyes, opens when you left click the graphic just below the current preset name in the FX Edit window.
On the actual screen, The icon for the patch browser is just to the right of the preset name, but Wineyes off screen modeling displays it on the next line.
Anyway, even though the patch browsers offers to load and save FXP, FXB and All Files, the browser only works for plugIns that use FXP/FXB format, and seems never to work for plugs that use other formats, plugs like FM7, FM8, Zebra, Dune, and many more.
When I find a non-FXP/FXB bank or preset using All Files and click on Okay, I always get the message that the file header is incorrect.
Reaper's patch browser might be an alternative to the bit map image browsers included with some plugs, if it really worked in All Files, like it should.
Is this a bug in the browser, so it doesn't work for you with non-FXP/FXB plugs, or am I doing something wrong?
