[RWP] killing extra measures

Ok, heres something interesting for your consideration, its part of a bigger picture which I will be sure to explain later when it actually matters in the grand scheme of things, but...
I need a of 2 things.
1.  some srt of marker to place where the top of a measure should begin so that the tempo can stay with  a recording on a track, say, a 60's song or any song not played to click.
or...
2.  the way to kill extra measures which spaun as a result of marking selections to determine the tempo, and accidently leaving a tiney bit of audio between the end of 1 measure, and the beginning of what should be the next.
Ok, to break it down, lets say I'm defining each measure of a songs tempo by marking it off.  If there is just a tiny bit of audio between the end of the measure that I marked previously, and where the second measure should begin, that little piece is on a measure of its own.
Is there a way to kill that, or have reaper merge the 2 markers so that such a stupid thing doesn't happen?
I've figured out a way to have the tempo markers shove off with reaper then straitening the tempo of a song to then play with click.
Its really cool and opens up a new world for those who love sampling, looping, or mashups, but if its done wrong, ooh boy can it break things very well.
