I'll try the experiment and record armed setting you describe later
today, Jim.
Since you're feeding the audio output of your external hardware module
back into Reaper and listening to it in Reaper, that doubles the length
of your signal path.
You have two signal paths, midi from Reaper to your module, and audio
from your module back into Reaper, each with its own latency.
To reduce latency for the audio from the module back into reaper, you
need to deal with those pesky buffer sizes, ms settings, in Reaper's
audio section, and maybe adjust buffer size in your sound card's control
panel as well. .
Also, just for fun, try putting a check mark in Use Reported Latency; in
Midi Devices Latency; since, please believe it, it's totally essential
to allow Reaper to calculate automatic compensation.
Another experiment, try plugging a pair of headphones into your external
hardware module and learn if latency is less than when you listen to its
output in Reaper.
That will eliminate the audio portion of your signal path, and'll show
if midi or audio latency is the greater problem.
