[RWP] range of item length change with tempo

ah.  you have to split an item at the point where you insert a tempo marker. 
Best done every measure so that you don't jump drastically, if you want to 
do every beet, that works too, but you'll be there for a while.
; and ' move between tempo markers, and I believe c adds them.
Failing that, shift+c may do it for you.
