[RWP] a clarification about the ruler

Ok, in which case maybe a solution to suit both parties could be a new
option in "ReaAccess configuration" that allows us to switch off
spoken messages when using PGUp and PGdn keys and scrubbing with
arrows. This way, if you're working in time rather than tempo, your
page keys simply act like a method of fast-forward and rewinding the
project without speaking about MBT which would be irrelivant at that
time. It would also have the advantage of being able to silence the
screen reader when scrubbing for people who find themselves working on
a system with a single soundcard, so they can concentrate purely on
hearing the audio they're scrubbing. I use Reaper on the road to
perform quick dirty jobs sometimes, and I'm surely not the only one
who would find that option useful?
