[RWP] a clarification about the ruler

Yup, that's why I asked Derek to check the behaviour of items and
markers, I thought he should be seeing the same behaviour as I do
here.

Jinseng, did Ivan mention whether there were any plans to extend the
new functionality across all forms of navigation in future? To really
nail this feature, it would also be cool if the Project Timebase
setting took affect over the setting in the same way that the ruler
does now.
