[RWP] understanding peak meters

I understand how peak meters normally work.
Meaning that before you have any intended sound on a track,  the background noise reguardless of its audibility, registers as the noise flor.
The louder something is, the lower the number, and anything below 0=clip.
However, even if a project begins with a very quest passage, both left and right for track and master hangs around 0.
Why?
