[RWP] a clarification about the ruler

Hey folks,
i've found the same bug and dropped a line to Ivan. Unfortunately he will reply only tomorrow because of time difference (he lives in far, far east now).
Anyway i hope the russian part of RWP has already told him about this bug and Ivan will correct it as soon as possible.
