[RWP] a clarification about the ruler

Hey Derek,

I'm seeing the same dodgy behaviour with scrub, but it does track the
setting of the time ruler when you navigate with left and right
brackets once you've set start and end points for selection. It also
seems to work when navigating through items, and works for markers
too.

Is all that the same at your end?
