[RWP] Adding effects to individual items instead of whole tracks

I'm not sure if this was properly explained, but I'm assuming you know how 
to split to items and all that. If not, just shoot me a message privately or 
on list and I'll explain. But once you've ctrl+arrowed to the item you want 
to apply the effect(s) to, press shift+e. It's worth noting that you can 
copy and paste effects, and even effect chains from one item to the next, 
though I'm not sure how to do this if the effects list is empty.
