[RWP] Adding effects to individual items instead of whole tracks

Not weird at all, it's a tidy way to work sometimes.

I can't check this for sure today because I'm nowhere near the Windows
box, but Ctrl+left and Ctrl+right arrows step through items, and
should also select the item you're currently focused on. Try using
Ctrl+whichever arrow suits you to move onto the item you want to
effect, then go through the usual method of applying the desired
effect.
