that does cut a particular dection out of a track, but it doesn't chop 
material out of a track, eliminating the time the material would have 
otherwise occupied. Example.
You're a sad little person and choose not to make use of the good time 
compression reaper offers, nor do you feel like retaking the voiceover for a 
radio commercial.  The resulting material goes over by a given amount of 
time.
You could chop breaths by deleting there items, but that just basically 
mutes the audio, not tightens the voiceover to fit the necessary time.
