But, the day job has been taking all my energy.  So, I haven't made any significant progress on any kind of general, comprehensive treatment of the subject.  
  But, I think I have enough brain power left to cook up a couple object navigation scenaria, if that will help.  
  First, let me show exactly how ignorant I truly am by asking. How do I get to the effects window?

    Have you tried using Object Navigation?  For example, to focus on the menu bar in the effects window, press the following:
    Insert+numpad 8, insert+numpad 8, insert+numpad 4, insert+numpad 2.
    You can then route the mouse to that item by pressing insert+numpad /, then numpad / to left-click it and open the menu.
