[RWP] the new reaaccess with NVDA

  No, I am using NVDA with ReaAccess and it reads track names just fine. 
You have to restart Reaper if you wish to use ReaAccess with a different 
screen reader, since ReaAccess will not automatically switch to another 
one loaded.
