[RWP] Bad behavior of Media Explorer

Hey Roy,
I'm not Jinseng obviously, but can answer your questions this time.
There's still been no word from Ivan to anyone. I know he used Visual
C++ to compile the ReaAccess DLL files, the Reaper SDK seems to be C++
based.
