Hey Alex,
MIDI tracks construction is rather easy with Reaper Media explorer - Ctrl + Alt + x.
It doesn't matter what sampler do you use, you are just to choose the folders with your MIDI loops for the sampler. Reaper will play each loop and you just hit Enter to load it. Reaper moves forward so you go along your project loadding new loops. Surely you can check your work from time to time and so on.
