Yeah, you can actually.  if the threshold on the dynamic split thinggy is too low, breaths and stuff are split even, and that's just weird to hear.

  So, what you're saying is that if I wanted to, I could manually split a vocal track into each separate sylable and quantise it, all with reaper? I recall you telling me that such a thing was only accessible to the sighted, and if not, interesting things could be done.

    Did you know it was possible to quantize audio in reaper?  Yup, this feature isn't just limited to sonar or melladyne, you can in reaper.
    The defaults, which I haven't had a chance to do much with provide some interesting results but if you have audio synked to the project tempo, select an item by navigating to it with control left or right arrow.
    Then press applications, go in to the item processing submenu, and click dynamically split items.
    I'd just split where transients occur, turning off the gate stuf.  Also, telling reaper to reduce the amount of splits done would be a good idea, because then you have less items.
    Now, press home and use control shift right arrow to select all the items that now exist.  
    Press applications, go to item processing, and select quantize items to grid
    Set the value that makes the most sense, and play with some of the stretching options.  At first you will break audio in some rather amusing ways, but eventually you'll find all kinds of neet possibilities for drum loops and such.
