[RWP] reaaccess won't install under Win Xp

Install reaper first, run it to setup your audio preferencews, then exit 
reaper.
After that point, you'll find the installer for rea access will work 
properly.
Not exactly why that works, but it does on 3 machines i've used reaper with.
