You can import the keymap  this way:
Press ctrl+p then you enter the preferences menu. Then if you press the 
k on your keyboard, you will enter  the keyboard/multitouch preferences. 
Then press the tab key untill you find "assigning keyboard shortcuts to 
actions".
Click that option and tab till you find import/export. Click that button 
and when you enter the submenu click import and there you can browse to 
the location where you just saved the keymap.
You don't need to use it , in order to work with reaper, but the keymap 
will provide you with some extra shortcuts, which I think could be useful.
