[RWP] Unable to Toggle Arm status

Hi guys,
I'm reproducing that one quite easily here, where the f6 thru f8 keys stop 
toggling.
I'm not sure all these steps are absolutely required.  But, this sequence 
does it on my xp machine.
Have not tried windows 7 64 yet.

1.  open Reaper from scratch, make two tracks with control+t, followed by 
enter.

2.  press f8 to set the monitoring to Normal, then f7 to arm track 1.

3.  Record a short  item on track 1.

4.   Stop recording and listen to the first item,  find the end of it and 
press control+space to pause there.

5.  Record a second item on track 1.

6. Stop recording, and use up and down arrow to move between tracks, 
returning to track 1.
I think this puts you in a position where shift+space will select the entire 
track.  If I had used control+left or right arrow to choose an individual 
item, then only that item would become selected.  But, I'm just selecting 
the entire track.

8.  At this point,  the keys stop toggling, and retain their current sstate.
