[RWP] Browsing MIDI patches in Reaper

In the effects page, which you get by hitting the letter F from the track 
view, part way down the page at your numberPad you should find the word 
Preset, and just below that should be the name of the preset that's playing.
If you left click that preset name at the numberPad you'll get an  edit box 
with the patch name.
You can then arrow up and down through all available presets.
At least, that's the way it works in Window-Eyes.
Most VSTI synths will also respond to program changes sent from a  midi 
keyboard.
