[RWP] Reaper Isn't Seeing All My VSTI Plugs

Whether plugs are 32 or 64 bit couldn't be the issue in my case, since these 
are 32 bit plugs I'm talking about, I'm running XP 32 bit, and Sonar played 
some of these plugs on the same computer, before I began using Reaper.
It's definitely a Reaper issue, since I rearranged which VSTI's were in the 
folder and Reaper then saw some it didn't display before.
I'll try more experimentation until I understand what factors keep Reaper 
from displaying certain plugs, then displaying them after other plugs are 
removed.
