Hay Raymond,
there is Internal Synchronization option in Reaper. It's useful for boundle QWS and Reaper for instance. But in our case it should better to leave this option unchecked. So please look at this item of Options menue in Reaper.
Another thing (the hardest) is Direct sound of your card. I use ASIO so don-t know the behaviour of Direct sound. Probably you are to download some ASIO emulation driver to record propperly. Its name is ASIO For All or something like that.
There are just some suggestions, so try and we'll discuss other possibilities then.
