[DECtalk] decTalk with rate boost for NVDA?

The only thing that comes close to what you're looking for is the Samples
per Frame, spf, parameter in DECtalk 4.99.
This parameter is exclusive to DECtalk 4.99, as it was added in this
version. It's accessed by using [:spf NNN], where NNN is the percentage of
samples from the default (100 is the default).
What this does is that it changes the speed of the output regardless of the
setting in the [:rate] command.
The NVDA add-on doesn't allow you to use DECtalk commands by default, since
NVDA blocks the use of the square brackets and the colon symbols to make
DECtalk commands work. You'll have to go into NVDA's Punctuation and Symbol
pronunciation dialog to have those symbols be sent to the synthesizer
always via the "Send actual symbol to Synthesizer" combobox.
