[DECtalk] some decTalk multilingual questions

I just emailed rc-systems, makers of doubletalk and requested a sapi5 doubleTalk, and also requested a doubletalk speak window. Not sure if they will do it but it was worth a try.

In that same package that you downloaded, when you run setup.exe from
the main directory, there's a checkbox that says SAPI 5.0 SDK.

To find it:
1. Extract the zip file.
2. Run setup.exe from the main directory.
