[DECtalk] New synthesizer Gnuspeech

I agree with Mattias that the english does not sound good. To me it sounds
like TTS of another language trying to speak English. I think that if the
TTS was based on a native English speaker, the english would be much easier
to comprehend. Also, the overall voice quality does not sound very natural
to me.
