[DECtalk] DECtalk access32 installer

Hi,
I created an installer for DECtalk access32 4.60.
I had to modify a dolphin setup script so the installer would copy the
dectalk files and create the dectalk registry keys.
The installer also includes the example text files from the DECtalk
archive and the applications that come with DECtalk reader 1.
After the installer finishes, you can restart your computer or lonch
the start DECtalk shortcut in your startup folder.
Gwdec32.exe will be run whenever you start up windows.
To use this with jaws, just add DECtalk access 32 software in the
synthesizers and braille manager.
