[DECtalk] dectalk in windows 10?

Very little code won't continue to run, no matter how old it is. Only 
code that was specifically compiled for 16-bit versions will fail at 
this time, and dectalk, while being mostly written in the 16-bit era, 
was maintained well into the 32-bit era not to mention being ported to 
other operating systems. Sometimes, programs won't work that well if a 
system component has changed, but the dectalk software doesn't really 
use anything because it isn't sapi compliant and is basically 
self-contained. It might be possible that some version of dectalk 
access32 might fail in a new version, but as far as I can tell, no one 
even uses this system anymore having been displaced by dedicated drivers.
