[DECtalk] softvoice nvda addon with majer improvements

Hello,

My experiences with this add-on are that while I was able to get the 
pitch sorted out and set to what I like, whenever I restart NVDA it gets 
really shaky (if I can immitate it with text it says desktop list as deh 
ehh ehh ehh ehh ehh esktop list).
