[DECtalk] dectalk archive returns through BTSync

This is the read-only secret; I have decided as of now not to have any 
other people able to write to the folder. I may change this in the 
future, but there is a way for new users to submit content; I've set up 
an e-mail for people to submit new additions. As I say, this might 
change in the future.
