[DECtalk] sapi5 SAM

There is absolutely no legal barrier to doing anything you want to with 
this SAM program. Of course, this limited voice may be a bit glitchy, 
but you are permitted to do it. I was thinking of making the entire 
program a sapi5 voice, which I might do.
